Larry LaRocco on Technology

Democratic Senate Challenger; previously US Rep.

Reform patent system to recoup reasonable financial benefits

Government should make it attractive for private companies to pursue innovation. We should make Research & Development Tax Credits permanent. Such incentives are effective only if companies can be confident they will be in place for a long period of time

I support the plan that Senator Barack Obama has proposed to reform the patent system. Ensuring that private companies recoup reasonable financial benefits from technological innovation will help to foster a continued American age of innovation.

Double federal funding for basic research

Q: What policies would you support to ensure that America remains the world leader in innovation?

A: Our nation must remain the world's leader in innovation. Government can help Americans achieve this national goal in many ways. Among the most important is to go back to funding research at an intensive rate. I support the suggestions that have been made by Senator Barack Obama to double federal funding for basic research.

Use technology for better & less expensive health care

Federal funds should be available to encourage the US health care system to adopt modern information technology, including electronic health records. These funds need to be targeted towards rural and low-income communities that will have a harder time paying for the transition. Identifying and implementing health information systems will save money in the long run, and that makes it a good investment right now. For example, a recent analysis of the impact of health information technology on pediatric care looked at 256 different studies about decision-supportive technology, use of electronic medical records, and computerized physician order entry. Not only did the analysis conclude that technology has the potential to make care safer and more effective, it also reported substantial cost savings.
